WORK PROFILE
In order to curb the menace of copying in the examinations, elaborate arrangements are made by this Board but despite all these arrangements, some examinees are found involved in this malpractice. The unfairmeans cases of such examinees who are detected using any sort of unfairmeans in the examination are dealt with by the UMC Section. Cases which are detected at the examination centres by the invigilation staff and flying squads which conducts surprise raids at the examination centres, are sent by the Centre Superintendents of the examination centres to this Branch. Cases of Mass Scale Copying which are reported to the Board by the raiding parties etc. including complaints are also dealt by this section. All such cases of unfairmeans are dealt with as per the Unfairmeans Regulations laid down by the Board with the concurrence of the State Government.
PROCEDURE :
- Every such candidate against whom a case of unfairmeans is registered is informed in writing about the charges levelled against him/her and the quantum of penalty proposed to be imposed in accordance with the unfairmeans regulations. Such candidates are directed to appear in person before the Unfairmeans Committee for personal hearing.
- Final decisions on these cases of UMC are taken after affording an opportunity of personal hearing by the Unfairmeans Committee (s) constituted by the Board Secretary. However, ex-partee decisions may be taken by the UMC Committee on such cases where the candidates absent themselves at the time of personal hearing.
- Decisions so taken by the Unfairmeans Committee (s) are conveyed to such candidates through the result gazette and also by post.
PUNISHABLE OFFENCES :
Possession of any sort of incriminating material, copying, Giving & taking help from any source, talking in the examination hall, destroying evidence, attempts to leak the secrecy of question papers, smuggling of answer books or continuation sheet, running away with the answer book, impersonation, misconduct, disobedience, use of abusive or obscene language, making appeal to examiner or disclosing of identity, approaching examiners or Secretary or any Officer/Official of the Board of any member of the Unfairmeans Committee, making any sort of addition/alteration in the answer books after the termination of examination hours etc. have been termed as punishable offences in the Unfairmeans regulations. The details of offences made punishable and the quantum of punishment are described in the Unfairmeans Regulations annexed herewith.
APPEAL AGAINST DECISIONS – PROCEDURE :
Candidates who are punished by the Unfairmeans Committee (s) have the right to make an appeal within 30 days of the date of receipt of the decision. Such appeals are required to be made in writing on plain paper addressing to the Secretary of the Board. If the appeal is accepted by the Secretary/Chairman the case of unfairmeans is put up before the standing committee and in case the appeal is rejected by the Secretary, the candidate is informed accordingly.
